The User Choice program provides a public funding contribution towards the cost of training and assessment for eligible Queensland apprentices and trainees.

The program aims to provide funding aligned to the skills needs of industry and your business.

The program provides the flexibility for apprentices, trainees and their employers to select a preferred supervising registered training organisation (SRTO) from a list of pre-qualified suppliers (PQS) for the delivery of accredited training to meet their specific needs. The program works in conjunction with the Commonwealth Australian Apprenticeships System, under which apprentices and trainees enter into legally binding training contracts with their employers and receive structured training to achieve a nationally recognised qualification.

ARE YOU ELIGIBLE?

To be eligible for a government contribution towards the costs of training, an apprentice or trainee must:

• enter into a training contract for a qualification that is funded by DESBT and be registered in DESBT’s registration system DELTA.
• select a training provider to deliver the training such as Elysian Institute that hold a pre-qualified supplier status for the nominated qualification.

WHAT LEVEL OF FUNDING IS AVAILABLE?

Not all apprenticeships and traineeships attract government funding. The funding priority will determine the level of public funds contributed to training regardless of whether the qualification is an apprenticeship or traineeship.

The government contribution for a User Choice funding contribution is detailed in the apprentice or trainee’s letter of registration from DESBT, and is subject to student eligibility and their selection of an eligible PQS as their SRTO.

Apprentices and trainees can only receive one government contribution for a User Choice funded qualification at any single point in time, i.e. a student is not funded to undertake two apprenticeships or traineeships at the same time.

In addition, apprentices and trainees can only receive a maximum of two government funding contributions under the current User Choice Program.

There are also a variety of incentives and loans available to employers, apprentices and trainees. These include incentives from the Queensland and Commonwealth Governments.

DO I NEED TO CONTRIBUTE TO THE COST?

Your chosen SRTO is obliged to collect a Student Contribution Fee.  The fee can be paid by the apprentice or trainee or by a third party on their behalf.  The fee is calculated at $1.60 per nominal hour for each unit of competency delivered. The total fee will vary according to the range of units selected within each traineeship qualification framework.

A reduced Student Contribution Fee of $0.64 (40% of the normal contribution fee) per nominal hour will apply where the participant falls into one of the following Partial Exemption categories:

• Under the age of 17 at the end of February in the year of training commencement, and the participant has not completed year 12;
• Holds a health care or pensioner card issued under Commonwealth law, or is the partner or a dependant of a person who holds and health care card or pensioner concession card, and is named on the card;
• The Participant provides an official form under Commonwealth law confirming they, their partner or the person of whom the participant is a dependent, is entitled to concessions under a health care card or pensioner concession card; or
• An Aboriginal or Torres Strait Islander person.

Exemptions for Student Contribution Fees may apply under the following conditions:

• Where the Fee would cause the participant extreme financial hardship;
• Where Credit Transfer is awarded for a unit;
• Where the participant is a School-based trainee; or
• Where the participant is an Existing Worker trainee.

Your SRTO will provide in detail its fees and charges policy, including full costs method of collection, refunds and exemptions prior to enrolment.

School-based apprenticeships and traineeships (SATs) are perfect for high school students who want to get a head start on their career. SATs allow high school students to combine school and training with working in a real job, with a real boss, for a real wage.

To be considered school-based, the training and/or employment must impact on the student’s school timetable.

ARE YOU ELIGIBLE?

To be eligible to enter into a school-based apprenticeship or traineeship (SAT), the following requirements must be met:

​​The student must be either:

• enrolled at, and attending, a registered government school or an accredited non-government school*
• registered with the Home Education Unit of the Department of Education​ as a home-schooled student.
• The student must be enrolled in either Years 10, 11 or 12 and progressing towards the attainment of a Queensland Certificate of Education (QCE) or equivalent and/or a vocational qualification. In exceptional circumstances, other students may be considered eligible if a business case is submitted.
• The school Principal, or authorised representative, must support the SAT. If the proposed SAT does not provide a genuine school-based learning opportunity, it is expected that the school will not endorse the school-based arrangements.
• The employer, student and parent (if required and appropriate) must commit to the minimum paid work requirement​.
• ​The consent of the parent or guardian (if applicable and appropriate) is required where the student is under the age of 18.

Whilst a school-based traineeship may be completed when the student is still an enrolled school student, it is unlikely that a school-based apprenticeship could be completed. In signing up to a SAT, the parties agree to convert the training contract to full-time or part-time arrangements if the SAT has not been completed when the student leaves school.

HOW CAN YOU PARTICIPATE?

Parties to the training contract for a SAT should be aware that there are a number of conditions that apply to the training contract, including the amount of training that a SAT can do while they are still attending school. There are also conditions related to the transition of a SAT into full-time or part-time apprenticeship/traineeship arrangements once school has been completed.

SAT’s have responsibilities just like other parties to the training contract. As SAT’sare generally under the age of 18, their parent or guardian, who must provide signed consent (if appropriate*), will also have some responsibilities in relation to the SAT.

*A parent or guardian’s consent is not required, for example, if the student is living independently.

Before you commence a SAT, consider the following first:

• ​your career goals and the apprenticeship or traineeship which will best suit these goals. Apprentice and trainees may only access a maximum of two government-funded contributions, therefore it is important that students (and their parents or guardians) consider if the SAT is appropriate and relates to the student’s future chosen career.
• Seek support through your school to discuss how the SAT may assist with QCE points and underpin tertiary study.
• Develop strategies to balance the additional workload of school, work and training.
• Consider transportation – how will you get to your workplace?
• ​Consider responsibilities involved in being a paid member of the workforce.​

There are other rules specifically related to funding for SATs, so students and their parents/guardians should discuss their intentions with their school’s vocational education and training coordinator prior to signing up as a SAT. Australian Apprenticeship Support Network providers are another good source of information.

The Certificate 3 Guarantee supports eligible individuals to complete their first post-school certificate III level qualification and increase their skills to move into employment, re-enter the workforce or advance their career. It also supports Queensland’s Year 12 graduates to transition to employment by providing fee-free training in high priority qualifications.

Are you Eligible?

The program is open to any Queensland resident aged 15 years or over who is no longer at school (with the exception of VET in Schools students) and is an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency. Prospective students must not have or be enrolled in a certificate III level or higher qualification, not including qualifications completed at school and foundations skills training.

What Level of Funding is Available

The investment priority or importance of the training determines the size of the government subsidy. Training in vocational areas that align with important economic and industry skills needs will receive a higher government subsidy. Do I need to contribute to the cost?

Given the benefits that training provides to individuals, students undertaking certificate III level training and non-concessional students undertaking lower-level vocational training are required to contribute to the costs of their training through a co-contribution fee. The fee may be paid on your behalf by an employer or another third party, but cannot be paid by the training provider. While the government pays for the vast majority of the course fees, eligible students are required to pay a ‘Student Contribution Fee.
Job seekers registered with a Job Seeker Agency (JSA) should speak to their case manager about the possibility of the JSA providing financial assistance with meeting their ‘student contribution fee’ obligation.

Vocational Education and Training in Schools (VETiS) is delivery of nationally recognised qualifications to school students, providing them with the skills and knowledge required for employment in specific industries.

HOW CAN YOU PARTICIPATE?

Schools and students undertaking VETiS funded by the VET investment budget will be able to choose any RTO approved by DET as a pre-qualified supplier (PQS) under the Certificate 3 Guarantee for the eligible qualification. The final choice of RTO and arrangements for enrolment with the selected RTO should be made by the school, in consultation with students and their parents.

WHAT LEVEL OF FUNDING IS AVAILABLE?

Students undertaking VETiS, which is funded and delivered by a school RTO or self-funded, can undertake any qualification across a range of industries. This includes certificate III and higher level qualifications. The VET investment budget funds a range of certificate I and II level VETiS qualifications, which have been identified in consultation with industry and is based on skills shortages and Queensland Government priorities. These qualifications can be found on the Queensland Training Subsidies List. Students undertaking VETiS, resourced by the VET investment budget, can complete one employment stream qualification at the certificate I or II level.

DO I NEED TO CONTRIBUTE TO THE COST?

VETiS funded by the VET investment budget is fee-free for students. Subsidies paid to prequalified suppliers (training providers) for VETiS are detailed in the Queensland Training Subsidies List. The maximum subsidy for VETiS students will be paid in most circumstances. The subsidy for each VETiS qualification should cover the costs associated with participating in the training.

In some instances however, there may be a shortfall between the subsidy level and the fees charged by the pre-qualified supplier. This is known as the co-contribution fee. This fee must be paid by the school to the pre-qualified supplier.

Year 12 graduates have been able to access free training in high priority areas since January 2014.

To be eligible for free training, Year 12 graduates need to start an apprenticeship, traineeship or training in a high priority qualification with a pre-approved training provider within the calendar year following their completion of Year 12.

Free training applies to high priority qualifications available under the Queensland Government’s Certificat​e 3 Guarantee program or User Choice program, which funds training and assessment services for apprenticeships and traineeships. ARE YOU ELIGIBLE?

To be eligible to access free training, individuals must:

• have completed Year 12 in Queensland and hold a Senior Statement issued by the Queensland Curriculum and Assessment Authority or equivalent certification
• enrol and start an apprenticeship, traineeship or training with an approved training provider in a high priority qualification by 31 December the year after graduating (e.g. 2019 graduates have to start by 31 December 2020)
• permanently reside in Queensland.

Free training is available to Year 12 graduates who enrol and start an apprenticeship, traineeship or training in a high priority qualification by the end of the calendar year (31 December) after they complete Year 12.

WHAT LEVEL OF FUNDING IS AVAILABLE?

Only high priority qualifications​ are guaranteed to be free. Year 12 graduates need to enrol and start training in a high priority qualification by the end of the calendar year following their completion of Year 12 to be eligible under the free training arrangements.

We encourage students to research carefully when choosing their training course and provider. Fee arrangements may vary for government subsidised qualifications under other training programs, or for qualifications which are not a high priority.

The free training for Year 12 graduates is available through two Queensland Government training investment programs – the Certificate 3 Guarantee program and the User Choice program, which delivers workplace-based apprenticeship and traineeship training.

Undertaking the free training for Year 12 graduates may exhaust your entitlement to further Queensland Government subsidised training.

For this reason it is very important that you take the time to consider and compare your training options and costs, before signing an enrolment form or committing to a course of study which will use up your Queensland Government subsidised training entitlement.

Free means the full cost of your training fees are covered. You will not be required to pay a student contribution for training fee.

Training fees must represent the total cost to the student and include any enrolment charges, tuition fees, services fees, material fees and all other costs associated with delivery.

The tuition fee will be payable using one of the instalment methods shown below;

– Paying the full course fees up front (where the course total fees are less than $1500)
– Paying an agreed fee on a weekly,  fortnightly or monthly basis via direct debit until the course fees are covered in full
– Paying Instalments at pre-determined times throughout the completion of the course

Every student who wishes to enrol at is to pay a registration administration fee upon enrolment. This fee is not refundable.

*Additional fees to cover the cost of print, bind and postage costs for students who wish to receive hard copies of the learning resources and assessment books, information on these fees can be found in our 2025/26 Fee Schedule.

Fees are current as of July 2023. All fees can be found on the 2025/26 Fee Schedule and are subject to change with 28 days notification. In the instance that amendments are made to the fee schedule, a notification will be placed on the website.

To assist our students pursue their educational and career goals, we offer a flexible payment plan option via an Ezi Debit Service Agreement.

To enter into a payment plan arrangement with Propel and Elysian Institutes, you will be required to complete an Ezi Debit Direct Debit Request (DDR) Service Agreement, which sets out agreed payment options, objectives, rights and responsibilities of both parties.

As with all agreements it is important that anyone entering into a Payment Plan arrangement have read and understood the Terms and Conditions of the Agreement and, any queries should be raised with Student Services prior to signing.

Please note that there are administration fees and charges associated with an Ezi Direct Debit Service Agreement.  These fees and charges are disclosed within the Service Agreement and will be automatically debited from your account.

Tuition fees, excluding the initial deposit, will be refunded only under the circumstances as shown below, for more information on our refund policy and procedures please refer to the Fee and Refund Policy and Procedure which can be found in the Student Handbook.

• Withdrawal from studies prior to confirmation of enrolment being provided – 100% refund less deposit
• Withdrawal within 48hrs of receiving confirmation of enrolment – 50% refund less deposit
• Withdrawal after 48hrs of receiving confirmation of enrolment  – No refund
• Enrolment is terminated for failure to comply with RTO policies and procedures – No refund

Yes! If you would like to pay for your course by instalments, we offer an interest free payment plan that allows you to spread the cost over the duration of your course.

When you enrol on your course you simply pay a deposit followed by a structured repayment (weekly or monthly). What’s more, the total amount payable is no more than the total up front price of the course^*

No, all of our courses are complete and include all of the resources, text books and materials you need. We do however always encourage our students to conduct their own further reading.

Our Certificate and Diploma courses are Nationally recognised and have the support of employers, professional associations and governing bodies. On successful completion of your Certificate or Diploma course your qualification is awarded and you will receive an official Certificate of Achievement and Record of Results or a Statement of Attainment.

For any of our short courses you will receive either a Statement of Attainment for nationally recognised units or a Certificate of Completion.

This will depend on the course you choose to study.

All of our courses are competency based which is the recognised training method for vocational training in Australia.  This means that as soon as you can show that you have the required knowledge and skills for a unit you can move on to the next one. This means you are able to study at your own pace and also allows you to complete your course much more quickly than in a time-based learning system.

All students will complete an LLN activity upon enrolment. This is to help staff work out the level of support each student needs. Support with the training and assessment material will be offered to students at no extra cost. If you feel you need additional help please talk to a staff member at any time
